GAO: rapid prototyping programs are starting with immature technology

GAO assessed $49 billion across 23 of the department’s most expensive Middle Tier of Acquisition programs. Eighteen of forty entered the rapid prototyping pathway with immature technologies between 2018 and 2025, seven of eight current programs still carry immature technology, and average time to deliver a capability has risen past 12 years.
